If you are still a few percent away from perfection, you can always become a blacksmithing specialist and forge them as high as you want (you better be lucky)!
HATCH AND UPGRADEDiscover 30+ dragons, with some evolving into 24 unique forms, then upgrade them to higher levels so they can maintain required power level to withstand future foes.
