Rope to arrest - puzzle game

You are a cop.
Arrest all the prisoners lurking in the streets and take the credit!
There is only one way to arrest them: tie them up with a rope. Draw a line and a rope will appear.
If the rope gets caught on a pole or rolls into an obstacle along the way, the game is over.
